Management Reform
CEID has evolved from a virtual programme participated by interested academicians in the initial phase to its current status of a physical unit with both fulltime and affiliate personnel. The organisation structure and governance mechanism would need to be reformed for the following purposes:
- Streamlining operations to enhance efficiency and effectiveness
- Sustained facilitation of inter-disciplinary collaboration
- Systematisation for achieving high standards in both research and education
Beginning July 2005, the administrative structure of CEID is simplified. Programme management would be streamlined to enhance professional exchanges and academic development. The followings are introduced: Firstly, formation of an Operation Committee; Secondly, setting up of working groups to replace subcommittees to facilitate programme development; and Thirdly, simplifying the structures of advisory, steering and executive committees.
An Operation Committee is established, composing of the director, deputy directors, and programme leads in research, training & education, preparedness for infection, and other senior colleagues invited to join the forum. The Committee is formed and appointed by the Director of CEID. Three to Four meetings shall be held on a yearly basis. The followings are the terms of reference:
- Approve year plans on Research, Training & Education, and Preparedness for Infectious Diseases Working Groups;
- Approve Centre budget;
- Monitor progress of academic programmes;
- Supervise the work of the Secretariat; and
- Advise on allocation of Research Studentship
Three Working Groups would replace the three subcommittees formed in the initial phase to provide leadership in the oversight of research development, training & education programme organisation, and advise on preparedness for infections. Each Working Group is led by a coordinator and a small core team of academic staff. The day-to-day administration of the centre is led by a deputy director and the Secretariat. The coordinators and head of secretariat are appointed by the Director of CEID.
To simplify the administrative structure, it's proposed to merge the Steering and Management Committee and the Executive Board to form a new CEID Steering Committee. The new Committee is chaired by the Director of School of Public Health, the membership of which shall be pooled from the two pre-existing committees. Members of the Steering Committee shall sit for a period to be defined by the Dean. The Committee shall meet at a minimum of a yearly basis. The terms of reference of the Steering Committee, are:
- provide strategic direction in programme development
- network with public health authorities and the academia in Hong Kong

The two advisory (international and local) boards shall be combined to become one CEID Advisory Board, on the invitation of Dean of Medical Faculty. The duration of the appointment shall be determined on a case-by-case basis. |
